If they spend money on something it’s because they expect it will give them a greater return.

If they refuse to spend money on something it’s because they expect it will not give them a greater return.

If you are wondering what return they get from war, I suggest you consider maintaining elite status as part of it, i.e. “have to postpone midterm elections due to the war” etc.

People who make bots will adapt to this more easily than human users will, obviously.
